Q: Who is eligible?
A: The vast majority of New Jersey residents are eligible. There are three main criteria for qualifying.
| |
1. You must have a federal taxable income of LESS than $250,000. |
| |
2. Your net worth must be less than $500,000 (excluding your primary residence and pension). |
| |
3. You need to demonstrate that repaying a loan would be a financial burden. (The NJEDA has a very
liberal test to determine what is a hardship.) |

Q: Are there any other conditions based on income?
A: Any applicant with a taxable income of more than $200,000 who qualifies for a grant shall be required to pay no more than $1,000 for the eligible project.

Q: Is there any cost for me?
A: A $250 application fee is required and should be sent with your cover application and accompanying documentation.

Q: Should I upgrade my tank and then apply for the grant money?
A: It’s advisable to submit your application once your tank upgrade has been completed.

Q: Do I have to pay my contractor upfront?
A: Not necessarily. The state can issue a two-party check, which is payable to the homeowner and contractor. When you receive this check, you would simply sign it over to your contractor just as you would your own personal check.

Q: What if the contractor needs payment in advance?
A: If you’ve already paid your contractor, the state will issue a check payable to your name, but you must include a copy of the contractor’s invoice and the related cancelled check used to pay for the work.

Q: What form do I use to make this request?
A: Complete the PUST Non-Leaking Residential Storage Tank Grant Requisition. This, and all other documents, can be accessed on the Download Forms If payment is due to two contractors, you need to complete a grant requisition for each one.

Q: How long will it take to get my grant money?
A: The average time for reimbursement is 6-8 weeks.

Q: Who should I hire to do my tank replacement?
A:
You must hire a DEP certified contractor to do the work. For a list of
certified contractors select the "DEP Certified UST Firms" link on the
Underground Storage Tanks page of the NJDEP site. But we suggest that
you contact your local oil heat dealer for a recommendation.

Q: I replaced my underground tank in 2005. Can I apply for a grant retroactively?
A: Unfortunately, no. To be eligible for this grant, the upgrade of a non-leaking residential heating oil tank needs to have been completed after August 2, 2006, when the new legislation went into effect. There is no grandfather clause.
